Common Wealth is simple all the former Colonies of the British Empire.
All those former Colonies from Hong Kong and Australia to South Africa and Cannada are all part of the Common Wealth.

But is it symbolic form of colonialism? Why the independent countries give a damn to the queen?

Yes apparently its symbolic colonialism or some would argue its just a boot on the neck to remind the other countries perhaps who is boss? 
Either way some countries opt out or never recognise the association at all. For example Burma, Zimbabwaye and Zulu Natal dont recognise the Commonwealth and Nepal was to have a refferendum on the subject.

they built a network of railroads to transport out whatever the empire wanted. be it indigo forcibly grown over food crops, leaving the natives starving; or be it food crops out of the hands of the barely surviving natives in order to feed the queen's troops leading to one of the largest famines mankind will ever know.
