Common Wealth is simple all the former Colonies of the British Empire.
All those former Colonies from Hong Kong and Australia to South Africa and Cannada are all part of the Common Wealth.
Technically this is not true. The Commonwealth also contains Rwanda and Mozambique, which were never part of the British Empire. Rwanda was colonized by Belgium, and Mozambique by Portugal.

^ I think both were later ceded to Britian and made part of the Empire. Portugal and Belgium would have gave up those possesions by World War so the British probably snapped them up... if not then the CommonWealth is flawed.

Nopes. Belgium actually gained Rwanda by World War (it was a German colony that Belgium invaded in WW1, took over, and maintained control of throughout WW2) and Portugal was neutral in both World Wars so lost no territory.
The criteria for Commonwealth membership are:
1) The country must accept that peace, development and rule of international law are are essential for mankind to be successful
2) The country must accept equal rights for all races, religions, colours, gender, and the right to participate in democracy
3) The country must accept that racial discrimination is evil
4) The country must oppose racial oppression
5) The country must be dedicated to economic development for raising living standards
6) The country must be fully sovereign
7) Must recognise the monarch of the Commonwealth Realms as the Head of the Commonwealth
8) Must accept English as the official language for commonwealth communication
9) Must respect the wishes of the country's population with regard to continued commonwealth membership.

Thanks for the correction. Now I remember there were some Khan Bahadurs who were sent to Saza e Kala Pani for agitating against British policies.
My point was British distributed the land and titles to the people who pleased them in any way.

Everything British did was done for their own benefit first, even though it might have helped the locals in many cases.
For example they never allowed local population to elect their representatives to run the place. Hence they imposed commissioner system in India but not in Britain itself. It's because commissioners could be appointed by the British and elected representatives couldn't.
They also distributed land among their selected faithful people. Common Pakistanis are still suffering at the hands of such feudals especially in Punjab and Sindh, where they can't even give their votes without Sahab's consent.
