There is no way this level of targetted high potency bombngs happen without significant agency support and panning. And ISI doesn't exactly go out of the way to hide or deny their collusion with the religious militants or provincial separatists.

What support is needed? All you need is explosives (which are easy enough to get given the high volume of munitions kicing around between Afganistan and Pakistan since the 80s), and people willing to do such acts.

It may not be 'agency' support ...more likely some personnel from agencies may be involved in quasi-official and personal capacities due to their personal affiliations and loyalties
