It is too distracting to be considered bokeh - you see the background has to be out of focus and make the foreground image very prominent. If it’s too shallow, it’s good DoF, but not necessarily bokeh - bokeh would be focusing on one primary image which doesn’t occupy a majority of the photo and the rest blurred out of focus.
There are some technical aspects that lead to displeasing bokeh (mirror lenses for example which produce donut bokeh), and others that lead to pleasing bokeh (lenses not fully corrected for aberrations, or specifically constructed with aberrations for good bokeh), but bokeh must still be used in an interesting or artistic way in a photo. At least that’s my take on it.

The distance between the “poori” and the “chicken” is lacking the distance, check the white circle you will notice the white glow kind of balls, but they are not good enough to bokify the pic because that is just the reflection of the inbuilt flash of her cam that is causing it.
The top left part where I marked is slightly out of focus, but not creating the shapes we are looking for in a bokeh shot.
So Yes, it is NOT a bokeh shot.

Zobia - No you shots are not “proper” bokeh. Take a look at Simply Seema’s pictures. They are perfect examples of bokeh.
These are the kind of shapes we want to see in a bokeh , like in this abstract shot
