I don’t know what epoch your talking about, but the First Chechen war was launched after a successful vote for independence in a referendum pushed by the then gentleman president of Chechnya, Dzhokhar Dudayev (note the name). Foreigners, including many Wahhabi, did eventually join the fray, (as they did in Bosnia), but that is to their credit. Al Qaeda eventually looked for recruits in the region, being the parasites they are, and they spoiled the soup, so to say. What happened in Chechnya was different…it had some characteristics of a genocide (willingness to eradicated civilian masses to kill adversaries among them), and at best was a mass murder. So things being “relatively free” is a curious comment.
But it’s all irrelevant…I simply don’t understand why someone who would sympathize with the Chechen cause would attack an American target. It takes a serious conspiracy theory to bring America into that conflict…in which case these guys are nut jobs on par with Tim Mcveigh.
