I assume you pulled this number out of thin air but would be shocked if you can provide a semi-respectable source confirming your figure.

After 9/11 the U.S. went to war and while it might be fun to think the U.S. has the technology to produce a war that eliminates death it is not there yet and thus it's wars will produce deaths just like any other war. That said the goal of American has been to try and avoid civilian deaths and the technology the U.S. has developed to do just that over decades with costs exceeding trillions of dollars is being used in Iraq and Afghanistan and have transformed the battlefield. The U.S. has successfully eliminated thousands if not millions of needless deaths that we have seen is past conflicts, for example in the Bangladesh War of Independence. Now we know the U.S. tries very hard to reduce civilian casualties because they could easily wipe up all the terrorists with the brutal and excessive force Russia used in Chechnya but they do not, rather many times U.S. troops lives were placed in harm and sometimes lost because of the precautions used to keep innocent bystandards safe.

While the wars have had their dark spots (Abu Ghraib, Guantanamo Bay, and sometimes acting on incorrect information and ending up in tragedy) The fact is these wars the U.S. has waged have been the most civilian friendly large scale wars ever fought. And as time goes by the U.S. learns more and becomes better at urban warfare and at keeping civilians safe. Billions have been invested by the U.S. to rebuild both Iraq and Afghanistan, both who's futures looked very bleak well before the U.S. got there and if the U.S. is successful the dignity of those countries that was lost a long time ago will have been restored.
