Australia, India and England are defending this while South Africa is opposed to it. Pakistan is said to be opposed to it but privately. I also read that BCCI is offering to play Pakistan if they agree to vote for it.

Power should be evenly distributed among the original 8 test playing nations (The 3 plus Pak, RSA, WI, Lanka and NZ) and not just the big three. All 8 should have an equal say in all ICC matters. The big three should not have sole monopoly on everything. I see potential for abuse here. For instance take a look at the following clause:

No. This is stupid, they cannot be relegated. England has just been thrashed and also last year lost got whitewashed by Pakistan. India is currently being whipped by NZ. Pathetic. Pakistan should vote no and tell India to take its offer and shove it .....

Administrative matters, all matters relating to (changes in) laws and regulations of the game and any new innovations should be decided by voting among all the 8 test playing nations. It is only fair

Cricket will be ruined if it is monopolized by so called big 3... if "money" is the factor in deciding "big" then they can create their own Kerry Packer league, but if they want to actually have a "World Cup" like tournament then these 3 need to make a batteee of this proposal and shove it.

What surprised me is that other boards are keeping quite. No one is willing to stand up to these bullies. I know, PCB, BD, and SL are spineless but even NZ apparently have no problem with it. WIndians are probably too high to even realize what is going on.
If any board opposes it they will face consequences. BCCI has been twisting arms of smaller countries in past by hidden threats now they are becoming more open. Remember how Bengladesh backed out of Pakistan tour? It was because of BCCI’s advice.

To make all things even and fair, the financial responsibilities of ICC events need to be evenly shared among the boards as well. The current situation of almost boards getting by the revenue from BCCI is what is leading to this absurd proposal. Since BCCI is providing 80% or of funds to ICC which are then distributed equally among all boards, it is only natural that BCCI gets to throw its weight around regardless of its teams performance. This unequal financial burden of ICC budget should be revamped and then this proposal would die its own death.

If this happens, Pak, RSA, WI, NZ and SL should make their own Cricket body and make it fair for all members. Then play with ICC teams on equality with the approval of this body (in future when and if ICC comes to the sense again).
Otherwise, to hell with ICC and its arrogant members. The new org will have enough members and juice to attract viewers.

Where are people getting this figure from?
ICC's main source of revenue is TV and sponsorship rights generated from ICC events, NOT funding from BCCI. The surplus revenue is equally distributed among all full member countries.
Yes, it would be the case that 80% of those sponsorships come from Indian companies. Now, these companies are not doing cricket a great favor sponsoring events. They do get mass exposure through these events which eventually benefits them. Why should only ECB, CA and BCCI benefit more from such income? BCCI is just leveraging the fact that if Indian team does not participate in ICC events, they would not get as much sponsorships as they do now. That is BLACKMAIL.
Even if you argue that funding and power should remain with the board providing most funding, then why include ECB and CA? If 80% is the correct figure, why not give 80% powers to Indian board and 2% each to the rest of the members?
The game would benefit immensly if spread into developed and developing countries of Europe and East Asia. Restricting cricket to few countries would eventually hurt all stakeholders.

ramiz viewpoint was interesting but he has a fundamental flaw in his assumption…what does he mean when says “lock a series with india for next 5 years” … india can and has walked away from every future tour program with pakistan… for example pakistan continues to be hot bed of terrorism (sad reality) ..one more terrorist attack on india from a pakistani based jihadi organization and india will not play against us for next 10 years…few firing incidences on the border..and tha is it for future tour programs
plus our biggest issue is to reinstate cricket in pakistan…do you think this trio will have any interest in reinstating cricket in pakistan? at least for now, ICC has some sympathetic posture

overall, this proposal is a backward step … how can zim and BD improve their cricket when good teams will stop playing against them? didnt ZIM beat Pakistan last month?
YES the fact remains that these 3 are already running the cricket board but i disagree with ramiz that we need to keep this discussion emotionless and non-patriotic and see what is best for pakistan…Janab, we as cricket fans need to see the bigger picture…we owe this to our favorite sport called cricket…Lalit was so right when he said that the real product is cricket…not the money!

You can't stop PCB officials from giving statements but for this they are keeping quite. They should publicly say they are against it, no ifs and buts.

Pakistan does not even have a board.....who is our chairman? zaka? no one is sure.
pakistan will be the biggest loser because no one will be presenting the case from our side forcefully....lets pray SA takes the stand and then some other boards stand up as well so that we get some time to strategize. if every board decides to sign the pact on 29th we will be the biggest loser because we will have no strategy plus the indian board will never deliver on its promises to us anyway.

If the above position is realized…I think Pakistan should withdraw from the ICC and play cricket else where…like with associate members and rest of the world…like the new emerging cricket nations…
PS: Pakistan is not allowed to organize any ICC cricket event till 2023 anyways…
