It’s best if we count Karachi separate than sindh I don’t think so the populated metropolitan cities belong to any province or state whatever. They have their own admn.to run it and solve problems. That’s what I see here like Tokyo or Osaka dosent count in any province/prefecture etc.
Or someone enlighten me.

Unfortunately this was not the thinking in 1947, when Karachi was separated from Sindh
