Just answer one question , I am a baker , I worked hours to create those cake and then I will leave them out in the open where rats can feast on them . Does it make sense ? Rats will spoil my creation , will they not ? I will be out of business if I make cakes and feed them to rats instead of saving them to sell to customers. No ?

you will do that if your are

‘concious’/‘concerned’ about hygiene and safety…or
afraid to law enforcement…
afraid that your customers will runaway

if someone has neither of these motivations to keep stuff clean they wouldn’t…which is the case with food industry in pakistan…
