This isnt about cities, so please avoid the karachi vs lahore vs isloo debate… Its about the best places to live in, i.e. sectors, schemes, chaks etc…
I would have to say the best places in Pakistan to live in are:
Sector E-7 in Islamabad: Right next to Faisal Mosque, this place has been there for a long time, and people at one time used to say whoever lives there has to be a rich smuggler, which isnt necessarily true because alot of people bought property there back in the time when it wasnt worth anything. Right now E-7 is probably the most expensive residential area in Pakistan. Alot of big shots live there too.
Sector F-10 in Islamabad: The best thing about this sector are the amazing houses. Needless to say, prices sky rocketted over here and people started looking for an alternative sector. It also has a nice Markaz in the middle (well not really but its close). One of my uncles bought a plot there for 5-10 lakh back in the early 80s, and sold it for 6Crores in 2001 despite everyone telling him to hang on to it. A posh area to live in, people pay very hefty rents over there just to live in this sector. Theres also a big park (F-9 Fatima Jinnah Park) next to this sector which I believe at one time was considered Asia’s biggest park.
Sector F-11 in Islamabad (though not as good as F-10 ofcourse)
Another great place to live, though still needs a few finishing touches to get close to F-11.
All three of the above mentioned sectors are very well planned. Underground wiring, excellent sewerage etc are some highlights. The only problem they have had in the past was fresh water shortage, which is a common problem in Islamabad at times. Btw, these sectors are also amongst the ones who are exempted from load shedding.
But the best place in Pakistan to live in is Hunza Valley. If anybody wants to live longer, that’s the best place. That is one of two places on earth where the life expectancy is the highest in the world. The other being an alpine region in Chile.
Ive been there, beautiful place, though our experience at the PTDC motel there wasnt that pleasant, and this was back in 1991, but thanks to a camcorder (a rare commodity in those times) we can relive the memories. I would still say its a vacation spot though, life over there can get pretty tough, especially in the winter.
On every almost every friday morning during November 1990 to March 1992, I used to walk up to either to Shakar purain or up to Faisal Mosque. The houses on the E7 side of the road were really awesome.

Ialamabad is a typical example of inequalities of income in Pakistan - an A catefory one room flat for a peon and a two thousand square yards house for a grade 22 person.
I'm not a big fan of Islo, I'm more attached to Lahore and then there can't be a better location then Defense. (No, guys! Thats not a fight creatign scenario between cities, just mentioning what I love the most).
Btw who says that the most expensive place has to be the best?
I.e.: There is Gulberg and I really dislike It the most. Whats so special about that place and yet It is so expensive!
