2) Yet the government is not blaming any other country for sending these men. Why? After all, even before India or Afghanistan hav a single body in its posession after any attack over there, they immediately blame Pakistan.
Why would this happen?

Even if the government tried to cover up foreign involvement, conservative elements in the government and military would speak to the press. Anyone who was fired for exposing a foreign plot against the county would become a hero in the media; and would turn into a weapon for the opposition to swiftly bring down the government.
b) The second explanation, that some tribes are less strict about certain religious norms, would fit better with the government's explanation. Both the government and army would be internationally humiliated if they blamed other countries based on the circumcision evidence alone, only for news about tribal customs to filter out later. The government and army's actions are consistent with how they would behave if they knew that not all pashtun tribes practiced circumcision.
Muslims in different parts of the world practice Islam to different extents. In Pakistan we have Muslims who go to the graves or "pirs" to pray for their intervention; in Africa you get Muslims who go to those who claim to practice black magic; etc. It' snot hard to believe that you would get Muslims who similarly stray by not getting snipped.
Not true...! I used to go to NWFP and other frontier areas as a kid and I used to pee with friends and I found them circumcized.

Simple question --If it is the external agencies which is fomenting trouble, would'nt they take the take the basic precaution of circumcising the fighters before they get to Pakistan...

Well, though I m not a muslim myself, but what I know is that circumcision is a sunnah and not a fard. Therefore its by no means a must for a muslim. Although muslims get it done.
And what about the ones who convert in their adulthood to Islam?
