i totally support the idea that the girl should be able to ask the guy out. and since you mentioned the fact that he is "white" <----- might mean he might not be the kind of guy that considers a girl asking a guy out slutty....
but again the fact remains that if she does ask him out and he is not interested, a friendship might forever be ruined.
some things remain to be answered, is this guy the shy type? since she is such good friends with him she should have an idea. is he the type of guy who would be shy admitting his feelings for a girl? would he have stuff holding him back from admitting like the thought that the girl is desi and might not be interested in a white guy in the romantic sense? it might be that the guy DOES like her but is afraid to mess up the friendship because of the fear that the girl might take it the wrong way.

I dont think anyone should bring up their kids in usa because then they will become white washed ie marrying kafir etc. I understand why lost calls herself lost because she is. I dont blame you but its ur parents fault for not teaching you right from wrong. id suggest she mention it to him over the phone casually. not a 'hey i like you' but moreso of a 'im getting the idea that maybe..' and press it. :P late night phonecall would be appropriate, leaves open a backdoor for "oh! i mustve been sleeping!' should things go awry. and it takes the edge off the embarrassment face to face
