Isn’t the devolution of Assembly is constitutional thing, i mean if the leader of the house thinks that assembly have lost it mandate then he can advice the governor to dissolve it and in case of federal govt, president can do the same on the advice of PM…

yeah but to talk of devolution every other day is not sane either, there are many other ‘provisions’ in the constitution but that does not mean all of them should be invoked whenever one feels like.
