During the 2008 elections, Nawaz Sharif had assured the mainstream parties in Balochistan that he would not participate in the elections and requested them to boycott it too. So they did though Nawaz Sharif participated in the elections anyway leaving these parties hanging. I agree that the the mainstream parties should have participated in the elections as their absence has been filled up by the weak ppp provincial government which has further deteriorated the situation there. Anyways let's see what happens, today the father of reki (whose son was killed A few days ago) and was the chairman of Voice for missing baloch people has been arrested from Karachi.

Nah. You do what we did in Sudan to eliminate the rebels. You talk directly to the communities. In 2009 UNAMID started a second track to the negotiations with JEM and the Government of Sudan. We started to consult community elders, native leaders, youth groups, women's groups. Did that for 3 months. Then flew them to Doha where they agreed to an open declaration side against the rebels and the government and stated they wanted economic development and peace and not war.
It cut the winds beneath the sails of JEM and 2 years later its no longer a functioning rebel group. Don't talk to the insurgents. You go to the communities bring their concerns to the people and governments attention. It does a lot to erode support for war and insurgency. This has been my field of work for nearly 5 years now in Sudan and Afghanistan. It works problem is that nobody aims to try it as they don't know about it.
Look if they dont want to talk to the separatists then they need to conduct full fledge war like srilankans versus Tamil tigers. This half hearted war that's going on in balochistan for the past 7 years is creating an anti Pakistan atmosphere which could be detrimental for us. The policies that the military has adopted in the province (vis a vis abductions, killing and dumping) is creating a gulf between the government and the province. No media coverage(until recently)/ judicial interest/support from the people of other provinces is not helping either. As far as talking to the baloch is concerned who should do that? it should be the provincial/federal government and it seems both are involved in more serious matters.

What you do - the smart thing to do - is show and prove that the insurgents do not have the popular support they claim. Any man woman or child will happily choose peace over war any day of the decade.
What you do is you erode their support for the three insurgent groups. You give them tube wells, schools, health services. The UN did that and in my sector we reconciled decade old feuds between different arab and african tribes.

How did this work? Development would be one part of it, but I am pretty sure some people would have represented UN to negotiate with the various clans?
Similarly UN was a neutral body in Sudan, whereas government of Pakistan is a party inbalochistan. now it seems the people of that province will judge the sincerity of the government to resolve the issue with some confidence building measures.
To build upon my previous post, the dilemma that Pakistan is facing in balochistan is regarding both the political and development aspects:
1) the bridge between the people and the government of Pakistan are the provincial assembly members who got their seats due to the mainstream parties boycotting the previous elections. Some members of balochistan government have claimed that their attempts for reconciling have been thwarted by the military. In any case the provincial government has proven to be a big failure, and no sincere effort by the federal government to resolve the issue. A political government is ring the country and the province is virtually being ruled by the military.
2) the development which has taken place due to the past couple of years (mega project like gwadar and some resources exploration) are perceived by some people as the means to subjugate the people of the province. Secondly balochistan's share has been increased during the current regime but (due to absence of effective monitoring systems) it has not made much of an impact on the ground.
A political government in balochistan is needed which is sensitive to the plight of baloch people plus their confidence in judiciary needs to be improved.
We openly work, support and interact with the local Government on a daily basis. The UN does not replace the government. It does not work against the Government. It works in tandem supporting the government. When we reconciled the tribes, we had the approval and support of the Wali of my state. We had included the Shiekhs and Umda's of the tribes. We had the line ministries and their ministers on board and we had the native administration's support. All government entities and political actors in the state and they supported us on the matters.
We do not get directly involved. We create a space for discussions, give technical support and advice and advocate for peace. But we are never ever a party to the negotiations. We sit in the background. We do everything behind the scenes to support the final outcome. But we never decide what it is or how it should occur.
If I was the PM or President I would do the following.
I would fly to Quetta and meet the Provincial Government. I would do all of this without any security escort.
I would request meetings with community elders to see what can be discussed.
I would visit villages out in the insurgency controlled areas without a military escort and sit down and discuss matters with them.
I would follow all of this up with sending in quick teams to build tube wells and provide buildings for schools. I would then focus on road and rail networks to ensure accessibility. I would then follow up all of this with more focus on extending the writ of the government and eroding support from the insurgency.
The problem with the people in Government is that they are from 40 years ago. They don't know the new methods for conflict prevention and conflict resolution. I live and breathe this every day.
If I was the PM or President I would do the following.
I would fly to Quetta and meet the Provincial Government. I would do all of this without any security escort.
I would request meetings with community elders to see what can be discussed.
I would visit villages out in the insurgency controlled areas without a military escort and sit down and discuss matters with them.
I would follow all of this up with sending in quick teams to build tube wells and provide buildings for schools. I would then focus on road and rail networks to ensure accessibility. I would then follow up all of this with more focus on extending the writ of the government and eroding support from the insurgency.
I wish you were the PM :) But unfortunately the incumbent PM and his predecessors never saw the issue from the eyes of an ordinary Pakistani. Balochistan has been subjected to a stereotype strategy for decades. I wish those who matter, realise that Balochistan needs a very basic approach — that is love, care and attention.

Govt to withdraw cases against Baloch leaders: Rehman
**ISLAMABAD: Federal Interior Minister Rehman Malik on Thursday announced to withdraw all the cases against the aggrieved Baloch leaders, DawnNews reported.
**Malik invited the Baloch leaders settled abroad to resolve the Balochistan issue by having a dialogue.
He also offered to withdraw cases registered against Brahamdagh Bugti and Harbiyar Marri.
The federal miniter also clarified that Frontier Corps (FC) will have to take a permit from District Coordination office (DCO) before launching any operation in Balochistan.
According to the statement issued by the state television, Malik held ‘foreign elements’ responsible for the deteriorating situation of Balochistan.
“Fifteen thousand people would be inducted in the labor force from Balochistan… Orders for the recruitment have already been issued from the prime minister’s and the president’s office.” interior minister added.
He further said that young Baloch residents would be inducted in the internship programs.
Talking to Dawn News, Jamhoori Watan Party (JWP) leader Jameel Bugti said that everyone knows that cases in Pakistan are registered in vengeance.
Bugti regarded Malik’s statements as old and insincere tactic of the government.

By 3 sardars what do you mean, these sardars only and what about rest of 290+ sardars are they not part of the movement? or are they not interested or these 3 sardars have mandate of the people ( when i say people i mean other sardars) if that is true and these 3 are the only representatives of Baloch people then who the hell are the people in Baloch provincial assembly and in NA and in Senate???

Now to main question, these murrees, mengals, and bugties have been in power for some good times... what they did for the development of their people??? now here by people i mean the real common baloch??? can you shed any light on the common lively hood of these people??? Can you care to explain why Bugties lives in Castle and the rest of the Dera Bugti is Mud hut? can you care to explain who are the persons whoc get tortured in Farari Camps?
I agree with the assertion that some of the sardars have been quite brutal with their followers (especially bugti) but we also need to understand that balochistan is essentially a tribal area, and we cannot force our ideals down their throats. Development, education, involving more and more baloch in the work force and proving to them that they are important stakeholders in the country can help them in the long run to get rid of the sardars.
The operations that the army has carried out in balochistan have affected sardars and common people both. I have some very close family member from the bugti tribe, and they dont want to talk about the situation in Sui (as many people of their tribe have been killed during the past 3-4 years). As when the initial operation was carried out the bugti's were driven out of their areas into sindh, when they later returned target killing started (which many pin on the security forces).
The thing is that the government needs to reach out to the ordinary people, the situation needs to be resolved as soon an possible and necessary changes be made in the constitution to avoid similar situation in balochistan (and else where in the country).
