There is a distinct difference between an Islamic state versus a state created for the followers of Islam. A few points:

The vast majority of the ulema of British India opposed the creation of Pakistan. Even Maududi opposed the creation of a distinct Muslim country.

Most of the leadership of the Pakistan movement, was Western trained and largely secular in outlook. During the time of the partition, the political establishments of both countries had not expected such a large population exchange purely on communal basis. Had the minorities of Pakistan not left for India, we would 60 at most 70% Muslim.
Now lets shift gears and talk about Islamic States. These states are Islamic because theology dictates their political orientation:
- Saudi Arabia
- Iran
- Afghanistan (Taliban)
Although Pakistan has an “Islamic Republic” in front of its name and a close counterpart, the Israelis calls itself the Jewish state, in reality, both countries are run on British law with a few modifications. As much as many Pakistanis would hate to admit this, the Pakistan movement and the Zionists were not that different in their goals of creating a state to protect a minority population.
