If I don't feel comfortable with it, then I wouldn't give my pictures.
Or you could ask her that if she could also give you some of her updated pictures.

If she has seen the girl then she obviously wants to show the pictures to her son. Most pictures are not definitive of a persons looks / attractiveness, definitely not face shots with the perfect makeup, pose, angle.

It could be that she wants to send the pics to a family member who hasn't seen you (at all or in a long time). Some people count their close family members' (not just the immediate family but like mother's sisters or brothers etc.) opinions for rishtas.

explain to her that you have been asked by your elders not to send out pics without having received any.......
tell her that you've been scolded for doing so in the past.

Tell her your elders have requested pictures of him and do not appreciate that you send any more before receiving his. It should be a tit for a tat.

This reminds me of a rishta aunty who called my mum requesting a pic of my sister. And she was making comments about how the lady in question wanted the most beautiful bahu ever, describing the features lambi patli gori etc etc.
My mother gets really annoyed with such shallow mentality; so she replies; jee unko bhi kehe photo bheje, ham bhi dekhe ke hazrat yusuf jaise kitne khoobsurat hai.
Needless to say we didnt hear back.. But the rest of us were in fits!
But the funny one was, someone calling a friends mum, and amongst other things, asks bachi ka wazn kitna hai? And the mum replied, pata nahi meh ne isse tola nahi hai! Lol.

I'd go with what Muzna said. If people are asking me to do anything that makes me feel uncomfortable, I tell them my mom will not like it and I'll get in trouble. That works for everything from sending photos to even warding off sales people at desi boutiques. :)
And its true, most parents mind sending pictures without receiving any.
Aahmed I think the Aunty needs to be rickrolled.
