Wasn't there a restriction on the kind of material that can be boarded on an airliner?

If I understand correctly, You are going overboard on this one. Almost all these internet scams have been linked to the Nigerians and it has become common parlance to blame Nigerians for the internet related scams.

The body scanners detect metal, not explosives.

Dubai has those state of the art scanners called body scanners which like luggage scanners can detect any anomalies on passengers
