To be fair, all provincial governments have played a significant role in making this year's muharaam as peaceful as they possibly can especially in a time where Taliban from both sides of the borders have pledged to seek revenge for the killings of their leaders. Compare last years' Muharram to this years's and you'll an absolutely massive improvement. Credit should be given where it is due.

I don't believe that procession is part of faith, this is more of a political show down provoking the opponents. Allah swt will not ask if you did matam on a shaheed's shahadat date every year going out on streets.
In past I wonder if this kind of incident has ever occurred in Rawalpindi. As far I know, the magnitude of such incident never happened in history Pakistan. Some one can correct me if I am wrong. Keep in mind that I am talking about Rawalpindi.
Normally shias procession uses routes where they can go infront of sunni masajid, what they do is they stop in fornt of masajid and do matam there or some other activity.

common sense should prevail. for the safety of everyone, all processions by ALL religious groups must be banned for as long as normalcy returns and the writ of government is established...be it for a month, a year, or a decade....the earlier the better! saving lives of ALL innocent people MUST be the top-most priority of ALL the law-enforcement agencies.

For dealing with such events, they basically need to upgrade the police training. They should really follow the ever so popular and successful Western police tactic of kettling as a way of controlling as large and potentially violent demonstrations. Be it a large City or a small town, only so many routes must be approved for pre planned demonstrations and that goes for all kinds of demonstrations.

i've heard on the news that the ten or so police constables' rifles were snatched and used in the pre-riot shootings. what kinda police force is that they lose their weapons. why wasn't there a backup police force?

true..but for that, they have to depoliticize the police force which is NOT in the greater interest of some of the political parties which have their own private military wings [posse'].
