I gave my 13 year old son cell phone when he started high school as he needed to stay back sometimes for his subject clubs so that he could call me to pick him up from school as he would miss the school bus.
You can give a cheap locked phone with zero credit in the sim you can call them but they can't call anyone else, except emergency numbers which are free.
Even then this setup should not be given before the age of about 8 or 9 years.

My 10 year old younger son who was starting middle school at the same time as the older was starting high school ,wanted a cell phone too. My answer to him was if you skip middle school and go to high school directly I will buy one for you , he did not like the idea so he does not have one.

Here in the states they have a phone called "firefly" specifically made for kids...you can store 4 numbers on that phone...the child can only call those 4 numbers and retrieve phone calls from those 4 numbers as well. I think it's great for young children. They feel independent yet there is complete parental control.
yeah, firefly is a good idea and it will debunk any kid's argument about "oh I need one for emergencies. :p) .. seriously though, there's really no need for most kids to have one until they're in high school, or maybe even college.. sure every kid would love to have one, but it's not really necessary...
as for driving age, that makes sense as a decent benchmark, but that opens up another issue of if/where they should be going alone especially at night. sure trust is one thing, but common sense in understanding that kids at that age aren't very mature or responsible must be taken into account. i don't think i would let my kid just wander around alone especially at night during their high school years. but thats another story. :)

the reason i mentioned driving as a benchmark is not because they will be out at night alone…but for emergencies…what if their car breaks down or they get into an accident?
Also…no matter how much parents dont want their kids to go out at night…the fact is they will! High school kids ok maybe not but once they get into uni you cant stop them. What if they have group studies or they need to do research at the library etc? but yea like you said thats another story.
