I agree with Khumar/ASN/Jaan Leva...........if there is not much traffic, then there's point of having a new/sub forum. Keep posting in one forum and let the admins see how much traffic is participating in arts threads and if it's enough to open a sub/new forum, they'll open it. You can't assume that so many people will participate, let's have a forum and then shut it down when the turnout is not so great as expected. That's how other subforums were created.. They saw the traffic and the kinds of threads and then categorized them.
I agree with you here Shikki. I personally do not feel that at this point subforums are necessary laikin Forum to banao. This is like the second thread in this month about Art (Hin33 opened one like 2-3 weeks ago) and I have also brought up this issue like few months back. But remember, you have to keep in mind that this forum obviously cannot get as much traffic as forums such as Cafe/General etc but nevertheless, it is necessary as there are people here on GS that are artists themselves along with many who appreciate Art. At this point, I think a Forum will do and if necessary, the Admins can make subforums later on also.

^ I haven't been following art threads, but for my personal curiosity, can you provide links to some? I just wanna see what kind of threads they are and what they include. The decision is not in my hands, but how many posters will actually post (not reply, post) in that thread besides you. I am just curious.

The purpose of this forum will not only be to post your previous work but to also help/guide/give info about Art etc. An example of this is my club on AD called ‘Art Club’ in which i posted tips on some things to keep in mind while painting.
