No, they use common sense and observe fasts later on in the year unless they want to die. Why else did Allah swt accommodate the qadha fasts bit for us? Waisay, does Ramadan even apply to the regions where they have not even observed the crescent and there’s no lunar month?

No, they won’t. Not if I have anything to say about it.
When the season turns then either it is all nights ( meaning no roza ) or their fast is 2 hours long. How is that fair ?
You don’t need to answer because it might be safe to assume that there are no observing Muslims there.
