No, this is not a matter of “want” in the situation she described. Girl in Canada (I assume citizen). Guy in the U.S. as a refugee but lied claiming U.S. citizenship. The plan was for the guy to sponsor girl and bring HER to the U.S. BUT if the guy is in the U.S. as refugee, he legally cannot sponsor girl from Canada and bring her here. Meaning after marriage, they were probably going force HER to sponsor him and take him to Canada (given that the other option would be divorce).
