PML-N MNA illegally occupying 184 kanals of govt, private property
** Revenue Dept records reveal Waseem Akhtar Sheikh used ‘tampered stamp paper’ to sign POA when taking over 148 kanals owned by deceased person

LAHORE: Waseem Akhtar Sheikh, a Pakistan Muslim League-Nawaz (PML-N) MNA, has illegally occupied more than 36 kanals of government property, and has also taken over another 148 kanals of urban land owned by a deceased person, Daily Times has learnt.

The PML-N MNA has encroached upon more than 36 kanals of government land and included it in his recently launched housing scheme “Saad Town”. He also took out Rs 636,031 from government funds to pay for the installation of electricity poles and a transformer in Saad Town. The housing scheme is a commercial project for which the MNA abused his power and took money out of the public exchequer for personal use.

After conducting the inquiry, the Revenue Department has declared that out of a total of 46.5 kanals used in Saad Town, nearly 36.5 kanals belong to the provincial government. When contacted, the PML-N MNA refused to comment, saying that the matter is under investigation.

The deputy secretary to the Punjab chief minister, Naseem Sadiq is the one who initiated an investigation into the MNA’s illegal occupation of 148 kanals owned by a deceased person. The inquiry was later taken over by Board of Revenue member Tariq Ayub. After recording statements of petitioner Naseer Khan and Revenue Department officials, the inquiry office has taken all relevant documents in its custody.

Tampered: According to records presented to the Revenue Department inquiry officer, Sheikh used “tampered stamp paper” to sign the power of attorney (POA) for taking over the land owned by the deceased person. The stamp paper was originally issued for some other purpose, but it was altered for use as a POA after the landowner’s demise.

The records state that the MNA had paid in full for the deceased person’s land. Under the light of this fact, the MNA should have signed a “sale deed” instead of a POA. The thumb impressions and signatures on the stamp paper were also “forged”.

Moreover, the POA was prepared in connivance with Local Commission advocate Chaudhry Mehmood Ahmad, who declared that the document had been attested in the presence of all people concerned. Mehmood had himself attested the document, which implied that the POA was complete in all respects once the land had been paid for in full. The records also show that the short value of the stamp paper used in the deal was deposited at the National Bank of Pakistan in Kasur 23 days after the death of the landowner. The registration fee was paid to the district registrar after 60 days.
