When Zia ul Haq took over it was his responsibility to provide sense of security among the deprived people or whoever have been effected by the bad governance and system, but Zia was Zia, instead of doing what he should have done, he continued with the old legacy and things got worst when he allowed Jamat-e-Islami ( OK he may have not given them any written instructions) to use weapons and Jamat-e-Islami which till that time was representative of Urdu-Speaking Community became the right hand of establishment. Hence the formation of MQM and even when it was formed, instead of listening to them or giving in to their Just demand, Zia used force to suppress the movement hence providing them and their ways enough support to prosper. Had Zia given the MQM their Just place, do you think MQM would have taken weapons and would have practiced violence?
