Terrorism is not just confined to suicide bombing. Just having suicide bombings is not the gage for deciding about existence or absence of terrorism.
Taliban Khan wanted to downplay Taliban terrorism. This is why he only mentioned suicide bombing. And thus he conveniently ignored other forms of terrorism that his “people” had inflicted on Pakistanis.

Are you discussing terrorism’s existence or Talibanic terrorism before 2003?
