Lets compare attack on abortion clinic and church.
Who would attack an abortion clinic.
- A person paid to do this
- A person with strong hatred for that place (personal reason or otherwise)
- A religious fanatic
And a remote possiblility, and highly unlikely that a terrorist orginazation would hire people and train them ask them to carry out such attacks.
The church attack had similar motives. The govt or civil society has more to worry and feel threatened when the source of inspiration is vague. Because they can not possibly guess where the next attack would take place. The civil society (or atleat the people of that town) will constantly live in fear.
This is an outcome of serial, random terrorist attacks. We live in pakistan and we have to live with this fear. Because govt can not contain these random attack on civilians as well as on law enforcement agencies. Similarly, they people in USA would have to live in fear because govt can not restrict the possesion of lethal weapons
What part of **"intimidate or coerce society or government" **do you fail to comprehend? That is a main component in the modern interpretation of terrorism.

It's not about how unpopular the dictator is, but how popular the terrorist is. The poll was an example. There are many articles on the internet that talk of the hero status, t-shirts and posters found in bazaars. The fact that the leaders of Pakistan and US both suck and are not popular does not diminish or affect the popularity of bin laden. Mass murderers in US don't become heroes.
