islamically speaking, yes she's a na-mehram and he cannot be giving her foot massages. however, do people REALLY think what's halal and haram in every single thing they do? in many desi families, cousins are regarded as younger siblings. i have cousins who are now 15 and 20 but since i have seen them since they were babies and i grew up with them being the 'older' sister, i STILL look at them like they are my little brothers and care for them. maybe his cousin has the SAME mentality where she looks at him as a kid, not a 17 year old cousin, and asked for a foot massage. it's inappropriate and not allowed in islam, realistic answer.. but to say things like touch her here and there or to say she's a pedophile, or whatever other stuff that was said here, is pretty shameful.
i agree my lil brother is 16 and my older cousin is 27...if she asked him to rub her feet no one in our fam would be like omg whats this...i mean she could ask him to daba her legs too and its ok...she sees him as a kid anyway...so it depends on the intentions...the fact u felt weird about it means tht intentions from somewhere wer not pure..
