I don't know how much east Pakistan progressed under Ayub, but a lack of government there of their own (Bengalis were very political always) and their gripe that the jute revenue was being diverted to west Pakistan might have played a role. It is an irony that the same jute proved to be useless as synthetic fiber became popular in the seventies and eighties, so much so that this and Bengali incompetence (adamjee mills were bihari owned I believe) led to its closure.
