Thats brilliant, my sis is doing it now. we also have aerobics / badminton / football / tennis / cafe < poeple can drop in and just drink chai and hang out / drama productions < you let the kids direct and produce etc you dont need qualifications / charity fund raisers < we have lots of these/ band < you just manage and be around, they do their own stuff / we have other awards but i forget what they are...
Im a community officer (promote happiness and a happy atmosphere around the school etc) maybe you can come up with elected officials like that. We have a ball committee that starts organising in Sept and we are still outta time! Butim sure they can start now...Buddie groups, we go and partner lower year pupils and make sure they are ok, we have a scheme of work that we do - some of it fun (quizes) etc and some of it serious. It gives the students responsibility and makes the younger ones better integrated, lessens lower school and upper shcool divide.

by the by, debate clubs can actually be quite boring. You have to follow a set structure and the rules are quite rigid. It is all good "intellectual" fun - but prolly not appealing to ur target group
