Kaleem, in the economic system of the Unites States, there will always be an underadvantaged class (i.e. the lower classes).
In these classes, a disproportionate number of them are African American.
Hurricane naturally hit these pple the worst, since they didn't have the cash to get out of town like others.
The real question that this has forced Americans to ask is...why are a disproprtionate number of the lower classes African American?
