Abu Dhabi plans $5bn refinery in Pakistan
Abu Dhabi signed an implementation agreement on Tuesday to build a $5 billion refinery that will double Pakistan’s refining capacity. Under the deal between Abu Dhabi’s International Petroleum Investment Company (IPIC) and Pak-Arab Refinery, the project will be built at Khalifa Point in the Hub district of Baluchistan province, about 15 km (9 miles) west of the port city of Karachi.
The Khalifa Coastal Refinery Project will have a refining capacity of between 200,000 to 300,000 barrels per day of middle distillate products. ‘It will be a large refinery to meet domestic needs and cater to the export market,’ said Prime Minister Shaukat Aziz, who witnessed the agreement signing with UAE’s Energy Minister, Mohammed bin Dhaen al-Hamli in Islamabad. Abu Dhabi, one of the seven members of the UAE, has a 40 percent stake in the Pak-Arab Refinery at Mehmood Kot in the central province of Punjab. IPIC, possibly with other UAE government institutions or companies, will hold an initial 74 stake in the Khalifa project, with Pak-Arab Refinery holding the remaining 26 percent stake. Pakistan, almost totally dependent on oil imports, has an installed refining capacity of 12.82 million tonnes a year (just over 250,000 bpd) from its five refineries.
**Pakistan consumes about 15 million tonnes of oil products annually. **Aziz said Pakistan’s economy, which has been averaging 7 percent growth annually for the past four years, needed energy and fuel to sustain its growth momentum. Pakistan’s annual energy requirements are expected to surge to 177 million tonnes of oil equivalent by the year 2020 from current needs of about 58 million tonnes. The Khalifa refinery is expected to be commissioned by December 2012. The Pakistan government has announced various concessions for the project that includes 20 years tax-free status and up to 1,000 acres free of cost land.

Really it’s a shame what our dictator’s government is doing by allowing these enviornmentally hazardous refineries which are being dismantled in EU and other countries to be established here…India and 90% of developing countries have refused to allow these refineries to established in their countries…you can get these refineries at the price of a junkyard…has it occured to you why Abu Dhabi does not establish this refinery in their own country…It’s a very profitable business today as refining capacity is really short in the world…specially if you can get a refinery at the price of a junkyard…doesn’t matter if people get cancer and other ailments…
You should be ashamed of yourself projecting this as an achievement of your beloved dictator without even investigating the matter what is it all about>>>>

has it occured to you why Abu Dhabi does not establish this refinery in their own country....It's a very profitable business today as refining capacity is really short in the world....specially if you can get a refinery at the price of a junkyard....doesn't matter if people get cancer and other ailments....
Its actually a very good point, when I first read the news I wondered why the oil rich state is starting a refinery in Pakistan and not in their own backyard.

Why are you so proud to put this envoirnmentally dangerous refinery in this country when every other country has refused to put the same....it is like selliing your motherland for personal petty gain....a refinery will not generate too much employment or economic activity for Pakistan....crude will be brought here and refined oil will be shipped from Bin Qasim (dangerously close to Karachi)....leaving cancer for Karachites....big profit for Abu Dhabi people....why are you dancing hay jamaloo>>>>

Water and Energy crisis is imminent in Pakistan. Blauchistan area is mostly uninhabited ... mainly because it is v.dessert like. If we can put factories there, it is good for the Pakistan.
As for enviroment - we have to choose, what is more important. The resolution of energy crisis OR enviroment impacts.
I personally vote for enviroment impacts, but I can see how Factories will win this fight ... again

It'snot a theory, it's a fact....Bosicor is already a junkyard refinery which was dismantled elsewhere for envoirnmental reasons was set up in Pakistan....the whole feasibility of such projects is based on junkyard dangerous refineries to be put in this country...It cannot be set up in Baluchistan for logistic reasons as such project has to be near a port...thus Bin Qasim an ideal location to make a kill>>>

USA is still not willing to curb their pollutions. There are other measures that you take in order to keep the environment safe instead of stop building industry unless of course if you wana do criticism for the sake of it…you are very welcome !

I believe almost all countries have oil wells, some have more while some have less, some have surplus which they export some are in deficit hence they import. I don’t know for sure if all the oil refined in Pakistani refineries is for refining oil from Pakistan or is it similar to importing crude → refining → exporting back. Though I will accept a refinery, we have so many textile mills churning yarns (which has its own health hazards) so why not oil refinery.

Can you enlightment me what development we have from this project…our govt. is giving 1000 acres of prime land near Bin Qasim free of cost…worth about a billion dollars…we are not going to recieve any taxes for 20 years…and it’s unlikely the junkyard refinery will be running after 20 years…crude will be imported and reexported leaving behind poisonous gases…what economic benefit you see from this particular project as a refinery is not even a very big employer of human resource>>>
As far as India is concerned they have very stringent envoirnmental regulations in place which are being followed strictly. Still there are refineries being set up there but all these are new modern refineries with all sort of envoirnmental protections in place…unlike the refineries we are allowing which were set up may be 30/40 years ago somewhere in the world and are being dismantled for being hazardous to envoirnment>>>

We already see hazards of Indian Industries in January every year in Punjab. Winds blow in South and SouthWestern directions during November to February i.e. from Iran and Pakistan towards UAE and Oman.

We already see hazards of Indian Industries in January every year in Punjab. Winds blow in South and SouthWestern directions during November to February i.e. from Iran and Pakistan towards UAE and Oman.
