He became foreign minister in the dying days of the war when the disaster had struck and the military rulers had no way out. He went to UN to salvage whatever he could from the misadventure of the army.

Actually, ZAB became Foreign minister and Deputy Prime Minister to that military junta at the very height of the 1971 crisis. Just as he was Foreign Minister to another military junta - Ayub Khan in the 1960's. Stanley Wolpert book "Zulfi Bhutto of Pakistan" mentions his close contacts with the Yahya military junta right throughout the crisis (before the elections until the surrender). ZAB ended up tearing up the Polish Resolution did he not? That is not salvaging anything for Pakistan.

Did ZAB not threaten to "break the legs" of any member from West Pakistan who attended the Dhaka assembly? Did he not threaten civil strife as well? That is how he got himself appointed Foreign minister and Deputy Prime Minister to that military junta, and be part of the decision-making that led to that assembly meeting being postponed.
