^ India ,you can not call a Hindu country but it is a secular state.You can not call any state relating to any religion unless it has officially said so.Turkey is another example.It is not a Muslim country ,though Islam is the predominant religion.You need to go as per the constitution declaration.

So on that technicality Kyrgystan is an Isalmic state. Since a good portion of it's peoples make up thier own laws along Islamic lines. Just becuase they are ruled by curropt and vile despots dosen't make them a secular state, that is what we are supposed to think.

Unlike India Kyrgystan is a nation of mainly one peoople, they are predominantly muslim, therefore no matter how many despots call it secular it is secular only in name, the peolpe are governed by Islamic law first and thus it is an Islamic state.
It doesn't matter what it says on paper, you don't want to argue this point with a Kyrgystani horseman as they are closely related to the Naiman turks and if they are anything to go by you'll end up as meat for thier hunting eagles if you try to persuade them to accept a secular state. Tis a shame so many of them are illiterate and simple folk who probably never voted in thier life. If they had proper elections then we would see.

May be that's the reality ,as you mentioned.but it does not corroborate the official version.Officially it remains as a secular nation.Internal disputes and matters are different.They come in to play only when there is a coup to oust the present government.In that case Pro-Islamic people can declare it an Islamic state.but otherwise the whole world will call it a secular state. :)
In Nepal,almsot the same situation prevails.It was declared Secular under the pressure from Maoists but people still regard it as a Hindu country.But we have no other option but to call it as secular,since that's the official version.
