It seems to be some kind of misunderstanding wrt what you were looking to get done. Maybe you did not explain to him properly if you are a Pakistani national or not. That is also clear from the fact that number / type of documents you were told to bring by both the people also differ. Please do not assume that the Pakistanis are out to con you. Really, they have better things in their lives. They are definitely better than many foreign communities living outside of Pakistan.

There is also a possibility that in the first instance, you came across someone who was not a NADRA representative because no NADRA official can claim higher or lower rates of the officially fixed charges. You must have bumped into one of those guys who stand outside of NADRA or other government offices who offer to assist people in making documents for them & getting the job done while they can rest in their cars or relax in some cafeteria. Ofcourse these guys charge you some commission of their own to provide their services & for all the hard work they do for you like standing in queues, obtaining necessary signatures, following the procedure correctly (which being a foreigner, you might not be aware of) in order to get your job done. If you were talking to such a guy, you could have tried to negotiate on that rate.

If it was a NADRA representative, it would be a good idea to contact him again to see if there was any misunderstanding & he did not actually understand exactly what your requirement was esepcially if you have a thick English accent.

Besides, there is a customer support number for NADRA you can call on & get all the information about the required documents & their charges for different cases. So, everything is clear to you before you arrive there.
