he is talking about women in general. and its true...like arshad said...there are numerous accounts of this in history. also....the imam said she (women) possesses the ability...doesnt mean she (women)uses that ability.
let me help you here one last time.

bold word "then" is important. A woman posseses the art of seduction..It is she who flirts etc..THEN it's a look, conversation, then crime and jail. It is clear he's saying that a woman firstly seduces, THEN dates, and then the crime occurs. And THEN he says that the judge is not lenient enough!! If this isnt clear to you that he's talking about a succession of events, then go ask someone else, as it's clear to almost everyone else.
