^ It may be true, however that doesnt make it right. Staring is often considered rude in western culture hence these folks are being passively aggressive. Although i agree in the eastern culture, any female regardless of their attire would be balked at in the street, which is mainly due to a lack of manners rather than anything else. So yeah whereever you are, staring shows up the upbringing more than anything else.
