I'm a gori so I guess I can supply my thoughts here...
whenever anyone dresses outside of the "norm", they are seeking attention and they WILL get it. This can mean wearing really revealing clothing or wearing really out-of the ordinary clothing. A hijaaban gal will raise as many eyebrows in Manhattan as a gal in a mini-skirt and spike heels (or possibly even more!)
Anyway, most gori/goras feel the same way about this. Dress APPROPRIATELY. This takes into consideration cultural norms, regional norms etc. FIT IN or be stared at, made fun of, ogled or otherwise singled out. And I think this applies to any culture or society anywhere.
No One wants to see their own relative ogled for dressing in an inappropriate manner. Since its human nature to single out those who are "different", gori/goras react the same way when it comes to "their own" - they will try to correct the situation, find out why the kid/person is dressing in a manner such as to attract negative attention.
