Hinduism does not believe that hiding/prohibiting something will necessarily reduce desire for that object. By hiding the body one is just addressing the symptom and not the cause.
If that logic worked, Muslim women in burqa would never get raped and Muslim men would never be rapists.
Modesty/control of desire has to come from within.
What about women raped by hindu men?
A woman in decent modest clothing and avoiding situation is less likely to be raped.
