Because Jordan was a better ally of Pakistan and the PLO had openly sided with India on issues such as Kashmir. From a Foreign policy point of view the military decided that Jordan was a better bet. Also at the height of the cold war, the PLO was pro-russia. Jordan and Pakistan were pro-USA.
