The way it worked was that Zia and the senior most Pakistani diplomat were asked by the Jordian authorities to take part in military action against the Palestinians. So a follow up was sent to GHQ to ask for what they should do. So GHQ told the embassy and the Pakistan military to do exactly what the Jordanians asked.
GHQ has full knowledge of what was gonna happen and they okayed it.
