Ibadah, aitqaad and adaab cannot be forced, though you can encourage them among awam…rahi baat muamlat aur punishment ki tou all the islamic countries including pakistan have these laws in place but because of corruption people don’t follow them either.
Shariah is a process that takes place gradually and you just cannot make it happen in one day.
