As a user of 4G and LTE I think its coming late but its coming so that is a good thing. We do need proper infrastructure there so it would be easier in the future to upgrade it.

Anything that uses the mobile data will be enhanced. For me, its the emails from work.

4G=Mobile T.V+Faster Internet download.
4 to 10 times Download quicker,Video chat can be done on a netwrok(other than wi-fi),Quicker video streaming(I think 3G is sufficient for the time being ,in this matter :D).There is a uniformity in the platform by the players ,4G ETE ,that means international roaming may become more easier.(I do not know costwise,though).

What's the point of switching to an old technology? Can't they just directly jump to LTE?

Sorry but where did you get that from? There are good and bad people in every country/region. There are people who will always use tools for destruction and then there are people who will use it for construction of knowledge. I dont think generalization will help here at all.

in the Indian sub-continent, a new technology is misused extensively. video fone facility will make young generation go bonkers and don't be surprised when midnight calls will be coming/going to wrong numbers and those receivers of these calls instead of hanging up will continue to engage in lewd talks while the parents think their children are sound asleep/studying in the next room.
this is happening right now with cell fones. you have to see a little farther. right?
