You are right about KANUP and Canadians, things were going fine and Pakistan was also negotiating a nuclear deal with France where France pulled out of it on pressure from USA.

And you are also right when you say Civil Nuclear is better than the one for defense purposes…

We should not forget two things here:
1st while civil nuclear deals were going on, India did " Smiling Buddha" in May 1974, 3 years after defeating and cutting Pakistan in half…this should certainly alarm Pakistan, 2ndly, in Zia era, more focus was on defense than on civil development, hence we saw no development or next to nothing development in civil sector of Pakistan during Zia time…

Most importanrtly, i would like to stress that it was the nuclear technology of Pakistan which kept a million men of india at the borders…so yeah it saved us a bloodiest possible war…which in itself is a blessing.

With all this, civil nuclear development along with Space program should be the priorties of Pakistan under the same Atomic and Space Commission.

Thanks for clarification and yes i do agree that NS got the credit because he was in power, it could have been any xyz…thats thr reason in the OP i wrote it as Pakistan’s success rather attributing to a single personality…gave credit to all the rulers of Pakistan…not to one…
