I’d like for the religious clergy to just come out and say no fasting if it hits higher than 102 degrees. In situations like this they need to use their common sense.

It can not e fixed on temperature , This depends upon the environment and physical condition of the person fasting , It is religious issue and not so easy to decide , ‘rukhsat’ is on special terms .
