Lots of people start having sex early in both the West and Pakistan, I'm from both cultures so I know.
In the West boys and girls start having sex with each other at about 13-14, some early, most are reluctant to admit it but it happens a lot.
In Pakistan girls are not so readily available so boys (even straight ones) start having gay sex with other boys at about 13-14, younger boys (7-9) are sometimes forced to act as the passive partner in sex by older boys.
I don't know about young girls in Pakistan but older girls have a lot of Aashiqis with boys and they do meet up and have sex in those little Suzuki's, no angels behind them Chaadars and Burqas.
Once people reach puberty they want to have sex, if you don't have a religion which teaches that it's morally wrong to have sex outside marriage then there's very little which will stop people, even religion doesn't always work as is the case with boys at Catholic boarding schools and Islamic Madrassahs.
Why do people (especially in the West) like to pretend anyone under 18 is a innoshent wickle baby??
A 13 year old is not always a kid anymore.
Puberty is the threshold for adulthood and adult activity.
Once you reach puberty you can and want to have sex.
Silly 'age of consent' numbers divised by some geek in the house of parliment or the cleric at the church/mosque mean nothing to most young adults today.
The age of consent laws are outdated, 16 or 18 is far to old to let people start having sex, these applied in the olden days when diets and health conditions were poor and people reached sexual maturity later, now the onset of puberty and the desire to have sex with it 4-5 years earlier than in the olden days.

Kids are not stupid, they know about sex way before sex education.
Sex is natural, you don't need a teacher to tell you where to put it, nobody teaches the birds and the bees how to do it and nobody needs to teach it to human kids, it's instinctive, nobody taught my lil pupp to hump my leg (my God that's embarassing when he does it in public) but we do need teachers to teach about contraception and disease prevention.
If anything sex education actually makes it less "forbidden fruit like" (people less eager to try it out) and keeps young pregnancies at a minimum.
Sex education is a good thing, it teaches about contraception, disease prevention, mensturation, nocturnal emissions, sexual intercourse to confused young teens, it's enlightening...

I think 13 should be the Age of Consent in all countries.
Puberty should be the threshold to be allowed to start having sex not some stupid number like 16, 18 or 21.
I don't know why it's so tabboo and so no-no to suggest someone as young as 13 can be sexual.
In Pakistani culture (and other Asian cultures, also Medditeranean etc.) it's only paedophillia if you have sex with a pre-pubescent, having sex with someone who has reached the age of puberty is perfectly acceptable and not tabboo if both parties are consenting, it's time the West caught up.

You know , I feel you are very western in your thoughts ... the problem doesnt lie in the "mating" part .... It lies in the fact that can a 13 year old accept responsibility of their actions that might result in a child !!
Its not all about producing babies and throw them around .. the 13 years old from england is the perfect example ...
God help him .. he has no clue how to act responsible .. how to feed his child .. where to earn money from .. it will be ages before he himself knows the difference between right and wrong .. let alone teaching his child !

When in old days those who were married at 13 years old were fully matured mentally and also they were able to earn for their household.
In today's world some parents even at the age of 40 and above act dumb and stupid, just read the news and you'll find plenty of children's accident and abuse cases in "adult" supervision or by "adults".
Quite an expensive valentine gift.
