Surely, after they initiated the war with the US, they had overextended themselves, but before that they were going really strong in China and South East Asia. More people does not matter as China had buckled to them and small European countries were ruling huge countries everywhere, its a matter of having superior machinery and the country's ideology at that time. But they would have never attacked US, if not for the oil embargo, which would have meant a complete ruin of all industries in Japan.
