Same question can be asked from ZM, what did PPP government for proper investigation of BB’s murder. They say they knew the murderers then what had kept them not naming and prosecuting those. On one hand, ZM accepted that at the time of BB’s murder, they were so emotional that they talked about division of the country, but after coming into government, such feeling (loyalty with BB) vanished immediately.

In short, they all are culprits and playing with sentiments of poor ppl.

When the UN did their investigation, they said they had full co-operation from the govt, but Army/Agencies blocked much of their investigation.

It is obvious the Army/Agencies were involved, and in Pakistan, no civilian can arrest any Army killers. This is nothing new.
