I dont think Pakistan would have been better if he had continued. Zia was wrong to overthrow him, and Bhutto’s trial was not entirely fair either. However, in a free and fair election, Bhutto would have been thrown out easily. 1977 elections were 95% rigged in order to ensure not just a victory for PPP, but an absolute majority, which he needed in order to amend the constitution and give himself absolute dictatorial powers.
Pakistan could not afford a civilian dictator at the helm. He would have been thrown out via free and fair elections easily, had Zia not done so militarily. He wanted to run a one man show, which was his biggest mistake.
Bhutto was a great mind, but he used his prowess for the wrong reasons.
