By affair, I assume you mean extra-marital sexual relationship. Depends on where she is. If she is in a western country, then local laws apply and I doubt there is any punishment for extra-marital sexual relationships.
If she is in Pakistan, or any country where sharia laws are applicable, then it becomes more complicated. Most likely, someone has to file a complaint against her and the complainant/police have to prove that she is having a consensual extra marital relationship. Either witnesses or pregnancy or abortion or something. If its proven, then *hadd *will apply, which I believe is stoning until death.
I just put down what I 'think' happens in these cases. Hopefully some one more knowledgable will swing by and provide a better answer.

If the affair the affair has taken place aboad but the case undertaken in pakistan will the pakistani authorites place a warrant or is there any procedure for that

For police to investigate any "crime", they first have to establish "jurisdiction" (i.e. the crime is committed in their jurisdiction). If the "crime" is committed outside Pakistan, I seriously doubt that Pakistan police will want to waste their time investigating it. Especially for a case like this, which does not involve public safety.
Unless, of course, the complaintant has friends in police force or bribes them to make life miserable for the woman. Then its a whole different ball game.

about 90% of the cases undertaken by pakistani police are for reasons other than upholding the law of the land :)

bhai sahab, such serious legal advice will cost you some money with some lawyer who are on strike these days. we are not qualified to answer that.
In pakistan i assume she will be killed before the case is run in court. we are world's most intolerant society. we want to punish all. spare no one.
