Sorry for cheating but I came up with this from searching the net.

It is a pressure wave. As fast moving high pressure air on the leading edge meets low pressure air along the wing surface and produces the white looking mist. If the plane can move faster than the pressure wave and overtakes it, a sonic boom is created as the two pressure cells meet. The air plane is now moving faster than the speed of sound or rather faster than the pressure wave can keep up. Sound can only be heard coming from behind the aircraft and not in front of it.

YES…the plane is performing a ‘fuel dump’ over the waters just before making an emergency landing…here is the video:
